No window at the bottom right fooel, I said inside the window i.e Explorer or Firefox browser window, at the bottom right is where the scroll is appearing. Are you using the latest version of IE for OS 9? I'm guessing your problem is very specific to IE on OS 9; with the way it renders HTML.
I've tested out this site in a few browsers on my mac at home (OS X) and it works a treat.
